The program "Social adaptation of military personnel liable to retirement from RF Armed forces and their family members" was accepted for the period 2002-2005 under the RF government regulation #729 of October 15, 2001. The main goal of the Program is to provide, on a governmental level, an integrated solution of the problems concerning professional orientation, retraining and employment assistance for military personnel retiring from RF Armed forces. The Program is financed by federal budget funds and off-budget channels, including foreign sources in the framework of military cooperation with Great Britain, Norway, and Japan. As recommended by the Supervisory group of the Russian-British program for retraining military personnel, a commission of Russian and British Defense Ministry officials was sent to Samara to organize a competition among Higher educational institutions and to submit a proposal to open the Centre for military personnnel retraining.
As a result of the competition among Higher educational institutions of Samara which was held in January 2002, Samara State Economic University was given the right to create the Centre for military personnel retraining. Defense Ministry of RF approved competition results. Great Britain provides financial support. The Volga Region Centre for military personnel retraining at Samara State Economic University was opened on February 5, 2002 (Rector's order SSEA #36-OB).
The purpose of Russian-British Program creation is to assist military specialists of Russia in acquiring a civil profession and to establish partnership in business among former military men of Great Britain and Russia.
"We'd like to see Russia as our friend and partner. The program for military personnel retraining is only a part of various contacts between our armies. Great Britain is going to render all possible assistance to the development of British-Russian educational programs in future," noted squadron-leader Maxwell P. Jardim, the coordinator of British-Russian program for military personnel retraining, during the grand opening of the Centre.
Highly qualified teaching staff work for the retraining centre. There are up-to-date computer-aided classrooms in the centre. Students of the centre study full-time.
In the opinion of managers of public and private businesses, the Centre's graduates have given a good account of themselves in the labor market of Samara and Samara region and many of them have succeeded in business. 84 per cent of the centre's graduates have been placed in a job. 216 people were retrained in the Centre during the first year of teaching (the first group - 106, the second group - 110). The Centre maintains close relations with directors of public and private companies and owners of small and medium-size businesses. The Centre also studies demand in the labor market in order to make changes in some courses (specialities).

Support of the Centre
The Centre effectively assists its graduates in job placement. The recruitment and job placement department has created a computer database of graduates and potential employers in Samara. It closely collaborates with municipal and district recruitment agencies, the headquarters of PUR command, the 2nd troop army, military unit commanders, military commissioners of Samara and Samara region on the problems of military personnel social adaptation, manning of the Centre, training and assistance in job placement. Long-term agreements have been signed between the headquarters of PUR command, FGSZN Department of Samara Region, and Samara State Economic University.
Specialized job fairs are organised for the graduates at the end of their training. The purpose of the fair is to assist former military personnel in job placement, to inform the graduates of the Centre about the city labour market, to meet the employers offering vacancies and to help the employers of Samara find personnel. Successful job placement is the main target of the training! During the job fair graduates have an opportunity to consult with lawyers, psychologists and businessmen.
The fair also includes the exhibition of graduates' final papers and the display of the Centre's potential in education.
