"Zemlia" Inter-regional Training and Consulting centre was created in October 1998 with support from Administration of Samara Region, Land Resources and Land-Utilization Committee of Samara Region, Samara State Economic University, Federal cadastral centre "Zemlia" and its branch "Volga region cadastral centre "Zemlia", European Union, in the framework of TACIS FDRUS9703 project "Russia: land market creation assistance".
In order to further consolidate land market reforms, "Zemlia" participates in the implementation of current Russian land reforms, drawing on wide experience which has been accumulated for many years by the Land Resources and Land-Utilization Committee of Samara Region and Samara State Economic University.
Students gain all necessary professional skills in effective functioning of cadastral system. These skills will help them to manage land transactions, to avoid illegal and uncontrolled land use and acquisition, to reduce land speculation on basis of program complex AS GKZ EGRZ ObjectLand and MapInfo, versions T.02.014.IO and T.03.015 IO, which was developed in the framework of Federal target program: "Development of computer-based system for conducting public land cadastre and public registration of real estate (years 2002-2007)" and was updated in accordance with the latest RF government regulations.
"Zemlia" teaches students in specialized training-classes and there is a fully-equipped teacher's workstation in every classroom.
More than 1300 employees of land institutions from Mordovia Republic, Mari El Republic, Tatarstan Republic, Penza, Samara and Saratov Regions studied in the refresher courses of "Zemlia" centre in 1999-2003.
Students graduating from courses are given the qualification of Public Land Cadastre specialist and are granted a certificate. |
