The Council of Young Researchers was established in 2001 thanks to a group of young professors and post-graduates, who took the initiative in its creation. It was established to support and encourage young researchers in their professional and research work, to continue the succession of traditions, to involve young researchers and specialists in research and development work connected with fundamental and applied sciences trends and to help them with international cooperation, as well as to further apply the research results.

The structure of the Council consists of the sectors responsible for external links (links with the Administration of Samara region with the Ministry of Education), creation of the information basis, "Bulletin of Young Researches": "Provincial Bulletin of Post-Graduates", consulting services (contests and grants); conferences, press-service, cultural mass activities, sport.
